The short answer

Homes built before 1978 may contain lead-based paint. Under the federal EPA Renovation, Repair and Painting (RRP) Rule, paid contractors who disturb painted surfaces there must be EPA Lead-Safe certified and use lead-safe work practices. Some states run their own EPA-authorized program. Homeowners painting their own home are generally exempt.
